JOB VACANCY ANNOUNCEMENT
Ministry of Social Protection, Family and Child
MOLDOVA HEALTH SERVICES AND SOCIAL ASSISTANCE PROJECT

1. Coordinator/Monitoring and Evaluation Consultant
2. Financial Management Consultant
3. Financial Management and Disbursement Consultant

The Government of Moldova, represented by the Ministry of Health (MoH) and Ministry of Social Protection, Family and Child (MSPFC), is implementing the Health Services and Social Assistance Project (HSSAP), financed by the World Bank (WB). A supplementary grant of 7 mln US$ financed out of the Food Price Crisis Response Trust Fund  as an urgent response to the current food price crisis has been approved, through additional activities not anticipated in the initial project design. Specifically, two interventions would have a positive mitigation impact to food price shocks:  (i) interventions to reduce nutritional vulnerability of at-risk pregnant women, lactating mothers and infants/young children through the provision of nutritional supplements; and (ii) a temporary cash transfer to social institutions which provide food to children, elderly, mentally or physically handicapped and other vulnerable groups to compensate for food price increases during the upcoming 2008/2009 winter season. These activities were included in the supplementary Component 4 of the HSSAP.  The Ministry of Health will contract UNICEF for the implementation of the mentioned activity (i). The Ministry of Social Protection, Family and Child is responsible for the implementation of the activity (ii).
      To this end, the MSPFC is recruiting a Coordinator/Monitoring and Evaluation Consultant, a Financial Management Consultant and a Financial Management and Disbursement Consultant.  The Consultants will work in the MSPFC.

1. Coordinator/Monitoring and Evaluation Consultant will have the following tasks:
(i). Jointly with involved managers, project component coordinators and consultants; develop a project implementation progress monitoring system, including indicators, algorithms and organization of their qualitative collection, receipt schedules, tools, data processing and analysis.
(ii). To develop a set of M&E indicators of the supplementary component 4 of the HSSAP.
(iii). Assist the Project Director along with the Project assistant in management and coordination of project activities with all relevant bodies.
(iv). Organize monitoring of project implementation progress (regular primary data collection, data aggregation and systematic analysis).
(v). To assist in the preparation of the Project Operating Manual, supplementary for the component 4 and coordinate it with all relevant entities(Government, Ministry of Finance, MoH, MSPFC, Ministry of Education and Youth, Ministry of Agriculture and Food Industry, Ministry of Culture)
(vi). Prepare M&E reports. Collate M&E reports for the entire project by liaising with the Ministry of Health.
(vii). Coordinate above-mentioned activities with all relevant facilities, including health bodies, state, non-governmental and international organizations and etc.

Required qualification:
- Degree in management, public administration or equivalent;
- At least three years of experience in management, coordination, monitoring and evaluation of programs/projects,
- Experience in working in international donor projects,
- Information analysis and report writing skills,
- Leadership qualities and personnel and team management skills,
- Proficiency in Romanian, Russian and English languages,
- Computer skills.

2. Financial Management Consultant will have the following tasks:

(i). liaise with ministries’ finance and accounting staff to ensure that financial and accounting system is capable of keeping detailed, timely and accurate project accounting records and of preparing suitable project financial statements;
(ii). ensure that all the Project activities are accounted in the statutory accounting system and information is readily available with a clear audit trail to the auditors, as well as for preparing Project financial statements,
(iii). train and assist the Ministries staff in understanding the financial accounting, reporting and disbursement requirements of the World Bank,
(iv). activate according to the FM part of Project Operational Manual and ensure that the internal controls, as described in it, are complied with, and while making efforts to update the financial management procedures, in consultation with the World Bank, to address any shortcomings observed in the operation of the internal control procedures, 
(v). help Ministry staff in preparing consolidated Project financial statements;
(vi). ensure that all the accounting documents and records are filed and kept in such a manner in order to facilitate the work of auditors
(vii). respond to queries from the Government and WB in consultation with Ministries management.
(viii). will make sure that the individual budgets of the institutions are adequately amended and food budget increased in the amount of supplement.
(ix). will work individually with each institution to ensure appropriate banking details (with separate accounts for additional financing) are opened and subsequently each institution will report to MSPFC on whether the additional funds were allocated in their budgets for food expenses, as well as ex-post budget execution reports reporting actual outflows.

Required qualification:
- University degree in finance, accounting and auditing;
- Professional qualification recognized internationally would be an advantage (ACCA, CIPA, etc.);
- At least five years of experience in accounting;
- Knowledge of and experience with modern financial management systems requirements;
- Knowledge of and experience with World Bank financial management guidelines and procedures;
- Knowledge of relevant national legislation related to budgeting, accounting, financial reporting, and auditing in public sector;
- Knowledge of statutory public sector accounting rules and regulations;
- Knowledge of IPSAS would be an advantage;
- Practical experience in preparation of financial reports;

3. Financial Management and Disbursement Consultant will have the following tasks:

(i). liaise with ministries’ finance and accounting staff to ensure that financial and accounting system is capable of keeping detailed, timely and accurate project accounting records and of preparing suitable project financial statements;
(ii). ensure that all the Project activities are accounted in the statutory accounting system and information is readily available with a clear audit trail to the auditors, as well as for preparing Project financial statements,
(iii). will participate in the implementation of component related to the Social Protection
(iv). activate according to the FM part of Project Operational Manual and ensure that the internal controls, as described in it, are complied with, and while making efforts to update the financial management procedures, in consultation with the World Bank, to address any shortcomings observed in the operation of the internal control procedures,
(v). during the assignment period, Consultant will collaborate with the Department of Social Assistance of the MSPFC
(vi). will participate in organization and coordination of the training of social assistants from the rural area and will ensure the financial management of it(accommodation and per diem disbursements etc) 
(vii). (viii) respond to queries from the Government and WB in consultation with Ministries management.
(viii). will make sure that the individual budgets of the institutions are adequately amended and food budget increased in the amount of supplement. 
(ix). will work individually with each institution to ensure appropriate banking details (with separate accounts for additional financing) are opened and subsequently each institution will report to MSPFC on whether the additional funds were allocated in their budgets for food expenses, as well as ex-post budget execution reports reporting actual outflows.
